On September 2, the Gansu Government Service Network released the "Implementation Plan for Supporting Large-Scale Equipment Upgrades and Consumer Product Trade-ins," aiming to achieve, by the end of 2024, the update and scrapping of over 1,600 old commercial freight vehicles, more than 4,000 units of agricultural machinery, over 1,000 new energy buses, and more than 600 sets of power batteries. The plan also aims for a 10% increase in waste appliance recycling compared to 2023 and a waste electrical and electronic product dismantling standardization rate exceeding 90%.
The document mentions promoting the upgrading and transformation of key energy-consuming equipment, including boilers, motors, steam turbines, transformers, air compressors, heat exchangers, pumps, ventilators, dust collectors, welding machines, and compressors, expanding the scale of equipment upgrades in the industrial sector. Only one item per consumer per category will be subsidized, with a maximum subsidy of 2,000 yuan per item.

Implementation Plan for Supporting Large-Scale Equipment Upgrades and Consumer Product Trade-ins
In order to fully implement the requirements of the "Notice on Several Measures to Support Large-Scale Equipment Upgrades and Consumer Product Trade-ins" (Development Reform and Environmental Protection [2024] No. 1104) issued by the National Development and Reform Commission and the Ministry of Finance, further unleash investment and consumption potential, promote the transformation and upgrading of the provincial economy, and improve the quality of life for urban and rural residents, we will fully support "two new" initiatives. By the end of 2024, we aim to update and scrap over 1,600 old commercial freight vehicles, more than 4,000 units of agricultural machinery, over 1,000 new energy buses, and more than 600 sets of power batteries; achieve a 10% increase in waste appliance recycling compared to 2023; and achieve a waste electrical and electronic product dismantling standardization rate exceeding 90%.
I. Fully Implement Policies Supporting Equipment Upgrades
(1) Expand the scale of equipment upgrades in the industrial sector. Focus on traditional industries such as petrochemicals, chemicals, steel, non-ferrous metals, and building materials, and vigorously carry out green, intelligent, and high-end upgrading and transformation. Strictly implement mandatory standards for energy consumption, environmental protection, and safety; eliminate substandard equipment, backward and inefficient equipment, and overdue equipment in accordance with the law and regulations; and increase the intensity of energy-consuming equipment upgrades in key industries such as electricity, heat, steel, non-ferrous metals, building materials, petrochemicals, chemicals, textiles, dyeing, machinery, electronics, and data centers. Promote the upgrading and transformation of key energy-consuming equipment such as boilers, motors, steam turbines, transformers, air compressors, heat exchangers, pumps, ventilators, dust collectors, welding machines, and compressors. (2) Optimize the efficiency of facilities and equipment in the housing and construction sector. Vigorously promote the upgrading and transformation of facilities for garbage sorting and processing and water pollution control facilities. Accelerate the upgrading and transformation of key energy-consuming equipment such as building refrigeration, heating, urban roads, and public area lighting. Implement the upgrading and transformation of old residential elevators in legally and lawfully constructed residential buildings that have been registered for use and have been in use for more than 15 years (registered for use before January 1, 2009), with low configuration levels, high failure rates, and a strong desire for upgrading and transformation among residents. The fixed subsidy for elevator upgrades is 150,000 yuan per elevator, and the fixed subsidy for elevator renovations is 50,000 yuan per elevator. (3) Accelerate the pace of equipment upgrades in the transportation sector. Support the scrapping of operating diesel freight vehicles that meet National III emission standards and below, and accelerate their replacement with low-emission freight vehicles. For scrapping and updating qualified freight vehicles, the average subsidy per vehicle is 80,000 yuan; for updating qualified freight vehicles without scrapping, the average subsidy per vehicle is 35,000 yuan; and for only scrapping old operating diesel freight vehicles in advance, the average subsidy per vehicle is 30,000 yuan. For updating new energy buses and power batteries that are 8 years or older, the average subsidy per vehicle is 60,000 yuan. Accelerate the scrapping and updating of old inland passenger ships over 10 years old and cargo ships over 15 years old. For those that are scrapped and updated with fuel-powered or new energy clean energy vessels, subsidies of 1,500 or 3,200 yuan/gross tonnage will be provided according to the type of vessel; for newly built new energy clean energy vessels, a subsidy of 2,200 yuan/gross tonnage will be provided; and for those that only scrap old operating vessels in advance, an average subsidy of 1,000 yuan/gross tonnage will be provided. (4) Raise the subsidy standard for equipment upgrades in the agricultural sector. Based on the current national subsidy policy, the maximum scrapping subsidy for tractors below 20 horsepower will be increased from 1,000 yuan to 1,500 yuan per unit; for scrapping combine harvesters, seeders, etc., and purchasing the same type of equipment, the scrapping subsidy standard will be increased by no more than 50% based on the current subsidy standard; and for scrapping and updating cotton pickers, the maximum scrapping subsidy per unit will be increased from 30,000 yuan to 60,000 yuan. Support the inclusion of tillers, green (yellow) fodder harvesters, agricultural unmanned aerial vehicles, and balers in the subsidy scope, and determine the subsidy standard according to existing regulations, with a maximum scrapping subsidy of no more than 20,000 yuan per unit. (5) Improve the level of energy and power facilities and equipment. Focus on promoting the transformation and upgrading of high-proportion new energy transmission, grid-type control technology upgrading and transformation, large power grid stability improvement transformation, distribution network equipment upgrading and transformation, new energy grid connection performance improvement transformation, new energy storage power plant transformation and upgrading, virtual power plant equipment upgrading and transformation, and wind power, photovoltaic, and coal-to-oil and gas projects equipment upgrading and transformation. (6) Improve the level of equipment in the education, culture, tourism, and medical sectors. Promote qualified universities and vocational schools (including technical schools) to update existing teaching, training, and scientific research equipment. Strictly implement the configuration standards for subject teaching equipment, ensuring the quality and quantity of teaching equipment configuration and timely updates. Carry out upgrading and transformation of cable cars, amusement equipment, and performing arts equipment in cultural and tourism venues. Encourage qualified medical institutions to accelerate the upgrading and transformation of medical equipment such as medical imaging, radiotherapy, and surgical robots. Strengthen the elderly-friendly and convenient transformation of wards and gradually improve the configuration standards of hospital ward equipment. (7) Improve the waste recycling system. Utilize internet technology to accelerate the construction of green sorting centers for recyclable resources, intelligent classification and recycling facilities, and reverse logistics systems for manufacturers. Orderly promote the remanufacturing of obsolete equipment, and support the production of specialized remanufacturing equipment such as non-destructive testing, additive manufacturing, and flexible processing. Promote the refined dismantling of scrapped automobiles and waste home appliances, the deep processing of recycled resources such as scrap steel, waste non-ferrous metals, waste paper, waste plastics, and waste textiles, the dismantling and standardized cascade utilization of waste power batteries, the recycling and utilization of decommissioned wind and photovoltaic equipment, the resource utilization of construction waste, and the recycling of waste from data centers, communication base stations, and other new infrastructure fields. II. Fully implement the subsidy policy for consumer goods trade-in
(8) Implement the automobile renewal subsidy policy. Based on the "Implementation Rules for Automobile Trade-in Subsidies" (Shangxiaofei Han [2024] No. 75), a subsidy of 20,000 yuan will be provided to individual consumers who scrap fuel-powered passenger vehicles meeting the National III emission standard or lower, or new energy passenger vehicles registered before April 30, 2018, and purchase new energy passenger vehicles; a subsidy of 15,000 yuan will be provided for scrapping fuel-powered passenger vehicles meeting the National III emission standard or lower and purchasing fuel-powered passenger vehicles with an engine displacement of 2.0 liters or less. Scrapped motor vehicles must be registered under the name of the individual consumer before July 25, 2024. For individual consumers who transfer passenger vehicles under their own name and purchase new energy passenger vehicles with a total price of 38,000 yuan (inclusive) or more, or fuel-powered passenger vehicles with a total price of 80,000 yuan (inclusive) or more from automobile sales enterprises within the province, a subsidy of 15,000 yuan or 10,000 yuan will be provided, respectively. (9) Implement the home appliance trade-in subsidy policy. For individual consumers who hand in used home appliances and purchase refrigerators, washing machines, televisions, air conditioners, computers, water heaters, household cookers, range hoods, dishwashers, water purifiers, vacuum cleaners, and printers (12 categories of home appliances) and smart home products such as smart door locks, smart toilets, and washing and mopping machines (including sweeping robots) that meet the national secondary energy efficiency or water efficiency standards or higher from within the province, a trade-in subsidy of 15% of the product sales price will be provided. An additional 5% of the product sales price will be provided as a subsidy for products that meet national primary energy efficiency or water efficiency standards or higher. Only one item per category per consumer will be subsidized, and the subsidy for each item shall not exceed 2,000 yuan. (10) Support the renewal of electric bicycles and home improvement kitchen and bathroom products. For individual consumers who return old electric bicycles within the province and purchase new electric bicycles, a one-time fixed subsidy of 500 yuan per vehicle will be provided, limited to one subsidy per consumer. Consumers who enjoy the subsidy are encouraged to purchase new electric bicycles produced by qualified enterprises listed in the "positive list" of the "Electric Bicycle Industry Standards" catalogue. For the purchase of floor decoration materials, wall decoration materials, cabinet making panels, cabinets, sanitary ware, doors and windows, and other renovation materials for old house renovation, kitchen and bathroom renovations, and furniture such as beds, wardrobes, sofas, TV cabinets, bookcases, and dining tables and chairs, a subsidy of 15% of the transaction price will be provided. Subsidies for each category (each item) shall not exceed 2,000 yuan, and subsidies for renovation materials and furniture for each house shall not exceed 12,000 yuan respectively. (11) Support the purchase of goods and materials for home aging-in-place renovation. With the primary goals of convenient indoor movement, safe toileting and bathing, improved home environment, intelligent monitoring and follow-up, and adaptation of assistive devices, subsidies will be provided to families of residents aged 60 and above in the province who have a need for home aging-in-place renovation at a certain percentage when purchasing goods and materials for aging-in-place renovation. (12) Implement the financial support policy for the recycling and processing of waste electrical and electronic products. Increase efforts to obtain central government funds, and continue to support the recycling and processing of waste electrical and electronic products through a reward-based approach. By the end of 2023, according to the regulations on subsidies for waste electrical and electronic product processing funds, those who have recycled and processed waste electrical and electronic products but have not yet received subsidies will be promptly reported to the Ministry of Ecology and Environment and the Ministry of Finance for subsidies after review by the provincial environmental protection department. III. Strengthen Organization and Implementation
(13) Actively strive for project construction funds. Increase efforts to obtain national extra-long-term special government bonds to support equipment upgrades in the fields of industry, environmental infrastructure, transportation, logistics, education, culture and tourism, medical care, energy and power, and old elevators, and to support energy conservation and emission reduction, safety transformation, and recycling and utilization projects in key industries. In accordance with the requirements for project applications in various fields, increase efforts to plan and reserve projects, accelerate the completion of project preliminary procedures, accurately fill out the national major project database, conduct high-level reviews of government investment projects, and strive to include more equipment upgrade projects in the scope of national support.
(14) Make full use of subsidy funds. Strictly implement national subsidy standards for scrapping and renewal of old commercial freight vehicles and ships, agricultural machinery, new energy buses and power batteries, and automobiles. Accelerate the formulation and implementation of subsidy standards and implementation rules for individual consumers' passenger vehicle replacement and renewal, home appliance and electric bicycle trade-ins, partial renovation of old houses and kitchens and bathrooms, purchase of goods and materials for home aging-in-place renovation, and smart home consumption. Simplify and optimize the fund subsidy process, standardize the use of funds, and ensure that subsidies are provided on time and in full. The Provincial Development and Reform Commission, together with the Provincial Department of Finance and other relevant departments, will strengthen policy design, clarify fund allocation plans, and do a good job in fund allocation, performance management, etc., to ensure that subsidy funds are used in a standardized, safe, and efficient manner.
(15) Strengthen financial policy support. Improve the financing docking mechanism between government, banks, and enterprises, leverage the role of re-lending policy tools, and guide financial institutions to support equipment upgrades and technological transformation. Actively obtain central government funds from the original channels of the Ministry of Finance to support the fiscal subsidy of equipment upgrade loans. For operating entities that meet the conditions specified in the "Notice on Implementing the Fiscal Subsidy Policy for Equipment Upgrade Loans" (Cai Jin [2024] No. 54), the central government subsidy for bank loan principal will be increased from 1 percentage point to 1.5 percentage points, and the subsidy period will be 2 years.
(16) Strengthen fund management. The Provincial Development and Reform Commission should fully play its leading role in overall coordination, unified arrangement, and the formation of joint forces, and take the lead in doing a good job in the application of extra-long-term special government bonds projects and the allocation of national "two new" subsidy funds. Relevant provincial departments should, in accordance with their respective responsibilities, organize and carry out online monitoring and early warning and offline on-site verification of funds. For issues such as untimely fund allocation, slow use of funds, and embezzlement and misappropriation of funds, timely reminders and urging of rectification should be given. The Provincial Department of Finance should cooperate with the Provincial Development and Reform Commission and industry-leading departments to scientifically and reasonably formulate fund calculation plans, grasp the intensity and rhythm, reasonably allocate funds, carry out monitoring and early warning, strengthen supervision and verification, and effectively improve the efficiency of fund use. For those that do not meet the above requirements and violate financial discipline, funds should be recovered in a timely manner, and the relevant responsible personnel should be held accountable. All levels and departments should manage and use extra-long-term special government bond funds in accordance with relevant regulations. It is strictly forbidden to use them to balance local budgets, repay local government debts, or for local "three guarantees," and it is strictly forbidden to raise local matching funds through debt financing, so as to avoid increasing local government debt.
(17) Cultivating a sound market environment. All levels and departments should support online and offline, different ownerships, and different registered locations of business entities to participate in large-scale equipment upgrades and consumer product trade-ins equally, and encourage the opening of diversified payment methods that can enjoy preferential subsidies. The Provincial Market Supervision Bureau should promptly follow up and strengthen product quality, standards, and price supervision, strengthen product quality supervision and spot checks, increase the intensity of defect investigations and recall management, urge enterprises to assume the main responsibility for quality and safety, and severely crack down on price fraud and other behaviors, vigorously protecting the legitimate rights and interests of consumers. For illegal acts such as raising prices before discounts, selling inferior products in place of superior ones, falsely labeling energy efficiency and water efficiency, and using improper means to defraud subsidy funds, they should be dealt with seriously in accordance with the law and regulations; those suspected of crimes shall be transferred to judicial organs for severe punishment according to the law.
(18) Timely tracking and evaluation of effectiveness. The Provincial Development and Reform Commission should strengthen overall coordination and, through weekly scheduling and other means, promptly grasp the progress of work in major areas, the progress of fund payments, and the achievements made, ensuring that the payment progress of ultra-long-term special treasury bonds matches the work of consumer product trade-ins, and that work goals and fund payments are completed in an orderly and compliant manner. The Provincial Department of Transportation, Provincial Department of Agriculture and Rural Affairs, Provincial Department of Commerce, Provincial Department of Civil Affairs, and other departments and municipal governments should conduct self-assessment and self-examination on work progress, project implementation, fund use, and the achievement of performance goals, and promptly submit the fund use and performance goal completion situation to the Provincial Development and Reform Commission and the Provincial Department of Finance. The Provincial Development and Reform Commission, together with the Provincial Department of Finance, will compile a performance evaluation report and use the evaluation results as an important basis for optimizing future fund allocation.
(19) Strengthening publicity and guidance. All levels and departments should strengthen policy interpretation and publicity through setting up special columns for "two new" policies, opening "two new" policy consultation hotlines, producing promotional short videos, and strengthening media coverage, and clearly inform consumers of the ways to obtain subsidies. At the same time, themed consumption activities should be carried out in conjunction with important nodes such as the beginning of the school year, the Mid-Autumn Festival, National Day, and "Double 11," expanding consumption scenarios, strengthening online and offline consumption linkage, and effectively tapping consumption potential and boosting consumption capacity.
